But when the board asked the Albany Police Department for a copy of the case file and issued subpoenas to compel the investigators to answer questions, the police refused to cooperate. Releasing investigative files, they argued, could endanger victims, according to internal emails. Eric Hawkins, the police chief, also told the board that he would not allow officers or detectives to cooperate with any of the panel’s investigations because forcing officers to respond to subpoenas would violate the police union’s contract, according to a lawsuit the board filed against the Police Department. The resistance to the Albany board’s demands is emblematic of the struggles such panels continue to face across the United States, decades after being created to increase police accountability.

The pay increase appeared to have bipartisan support, though lawmakers never voted directly on it. The state Supreme Court's brief order Tuesday shutting down the suit said legislators have fulfilled promises of annual increases in aid to the state's 286 local school districts as outlined in a 2019 law. But closing the case gives the Legislature more leeway on school funding issues in the short term. Educators who feel legislators aren't providing enough money or distributing it fairly enough were able to take their complaints directly to the state Supreme Court while the case was open. Four school districts sued the state in 2010, and the Supreme Court issued seven rulings from 2010 to 2019. The first six told lawmakers that they needed to increase spending or distribute the money more fairly or both.

UNITED NATIONS (Reuters) - The United Nations appealed for $2.7 billion on Thursday to pay for humanitarian aid operations this year in war-torn Yemen, where most of the 18 million people in need live in the north of the country ruled by the Iran-aligned Houthi group. Peter Hawkins, the acting U.N. humanitarian coordinator for Yemen, described the amount of money the U.N. was seeking as more realistic than the $4.3 billion it asked for last year. He stressed that Yemen should not be forgotten as the world deals with multiple humanitarian crises. Hawkins also said he was hoping a U.S. decision in January to return the Houthis to a list of terrorist groups would not affect aid operations in Yemen. Yemen has been mired in conflict since Houthis ousted the government from the capital Sanaa in late 2014.
